The film begins with a prehistoric youngster pursuing a fish who is caught in a time vortex and transported to the twentieth century. In the twentieth century, Nobita Nobi wishes to flee his home. Nobita decides to create a makeshift home after failing to find a perfect spot to dwell.

However, due to land property ownership rules, he is still unable to find a place to live. Simultaneously, Shizuka Minamoto, Takeshi “Gian” Goda, Suneo Honekawa, and Doraemon seek to flee their homes. Nobita advises that they go back in time and live in a place where there are no humans. The party agrees with him, and they travel to prehistoric Japan 70,000 years ago.

Doraemon appoints everyone a ministry when they arrive in Japan. Shizuka is given the gardening ministry, Gian the development ministry, Suneo the landscape ministry, and Nobita the animal ministry, with Doraemon managing all ministries. Nobita combines the genes of many animals to produce a dragon, gryphon, and pegasus. He hides them from Doraemon when he arrives.
